Buildings account for just over 50% of the UK’s carbon emissions and energy consumption. The ‘AC system’ (a generic reference to the equipment comprised in an AC system, and includes cooling split units, water chillers, air handling units, controls and heat recovery units), is a significant part of energy consumption and therefore requires regular inspection to comply with Article 9 of the European Performance of Buildings Regulations (EPBD) legislation.
Document L2B at www.planningportal.gov.uk regarding the Enhanced Capital Allowance (ECA) scheme encourages businesses to invest in energy-saving plant or machinery. The ECA scheme provides certain businesses with 100 per cent first year tax relief on their qualifying capital expenditure. In order to qualify the equipment must be specified on the Carbon Trusts Energy Technology List (ETL). The scheme allows businesses to write off the whole cost of the equipment against taxable profits in the year of purchase.

The inspection follows a defined procedure and consider all AC systems including cooling equipment, air handling units and control systems. In addition the inspection includes a review of maintenance documentation and records. The report comments on the maintenance regime and whether or not are compliant with the current Fluorinated gas (F-Gas) and Ozone Depleting Substances (ODS) Regulations.

F-Gas training coursesThe European Union’s F-Gas Regulation No 842/0006 and subsequent updates affect all users of air conditioning equipment. A record of all air conditioning systems must be kept on site with all system details such as make, model, serial numbers (including all served indoor units), type, quantity of refrigerant, GWP value and equivalent CO2 level.
Cooling units that contain F-Gas above the legislative CO2 levels, must be leak tested periodically by certified personnel, the findings are recorded in the F-Gas record. Any detected leaks must be rectified at the earliest opportunity and detailed recordings of any F-Gas additions or removals are also recorded.
The legal responsibility for the compliance lies with the ‘operator’, defined as ‘person or organisation that have actual power over the technical functioning of the equipment’. This law has been brought into effect to reduce and monitor all ozone depleting gases entering into the atmosphere which have harmful effect on our planet by accelerating global warming.
We can provide you with an F-Gas Register complete with all the required information from your air conditioning systems and label your equipment following the recommended designation using UV resistant asset labels.
Your F-Gas register will specify when compulsory leak tests are carried out and be made available for inspection by any law enforcement or auditor.
If you wish to save energy; we recommend you employ an AC inspector who holds RAC level 3 qualifications as well as a background in service/maintenance – and not just any EPC/DEC experienced assessor. We train AC inspectors to look for system energy savings rather than just complete a statutory report.
